Because pissing $billions into space isn't enough

Instead of the petition to double NASA's budget to one percent every year why not make it a check on your tax forms 'like the donate a dollar to the President's campaign fund' thing?

It could be worded like:
"Yes, please raise my taxable income by 1% and I am fool enough to believe that the money will go to NASA and not some CongressCritter's retirement fund".

When NASA first started sending up astronauts, they quickly discovered that ballpoint pens would not work in zero gravity. To combat this problem,  NASA scientists spent a decade and $12 billion developing a pen that writes in zero gravity, upside down, underwater, on almost any surface including glass and at temperatures  ranging from below freezing to over 300C.
The Russians used a pencil.
