Respond to a call involving kids locked in a home that smells of gasoline?

The cops are busy enforcing victimless crimes and handing out tickets to raise revenue, you can't expect them to immediately respond to every emergency call and uphold their oath to protect and serve... how else would their, and Judge's and politician's, raises and union salaries get paid for?
