Police have a 'Declaration of Intent' to improve relations?

I have a better mission statement:

 1) Respect the populace's 4th Amendment Rights.

 2) Quit enforcing victimless crimes.

 3) Donate any funds raised through fines and ticketing to charity instead of using it as a revenue raising scheme for local government.
